Excavation testing technology expert Zou Gong said that DLC released the Surveillance test standard on 2016-12-21, and began to use the Surveillance test on the product samples in the DLC QPL list from January 2017.
The purpose of the Surveillance test is to ensure the accuracy of the product data in the DLC QPL. The cost of the Surveillance test is borne by the manufacturer.
The DLC Surveillance test sampling method is directed and random. Orientation means that the DLC will first select the target product group to be tested according to specific criteria. Random means that after completing the directional selection, DLC randomly selects a certain number of product models from the selected target product group to participate in the Surveillance test.
The number of sample inspections organized by DLC this year is in 250 models. Excavation testing technology expert Zou Gong said that products with the following characteristics are more easily drawn in the Surveillance test:
The model number of the test value at the critical line required by the DLC technical parameters when submitting the application;
When submitting the application, the test value far exceeds the product model required by the technical parameters of the DLC;
Submit product models that have had problems during the application process, such as report accuracy issues, auxiliary material validity issues, or models with misleading product information;
There are product models in the industry that have been recorded by complaints;
The manufacturer has previously had a product model that rejected the Surveillance test invitation history;
The manufacturer's products have the product model of the Surveillance test data failure history;
In addition, products of the same model will not be selected twice.
Excavation testing technology expert Zou Gong said that the DLC sampling test frequency, the number of sampling models, and the sampled product category are determined by DLC. The sampled model needs to be tested accordingly, and it is necessary to evaluate whether the test results meet the technical parameters of the DLC.
If the model being pumped cannot participate in the Surveillance test, such as the sale or production has been discontinued, the Surveillance test notification can be rejected, but the consequences of the Surveillance test policy are required. For example, the product model is removed from the DLC QPL list.
The excitation test alerts the manufacturer that in order to avoid penalties for failing to participate in the Surveillance test, the manufacturer may choose to voluntarily de-list the expired product from the DLC QPL list at any time, ie, from the DLC QPL active product list.
Please note that the De-list behavior can only be exempted from penalties before it occurs before the DLC Surveillance test. It is too late to apply for a De-list after receiving the sampling notice.
De-list products are required to send an email to the engineer who contacted DLC.
DLC is considering the future to introduce some exceptional standards for made-to-order.
After DLC completes the sampling, it will notify the manufacturer that all the products registered in the DLC account will receive the DRC Surveillance test notification. The manufacturer needs to reply to DLC's Surveillance test notification email within 10 working days. . The incentive test reminds that if there is no reply within 10 working days, DLC will refuse the invitation for sampling as the manufacturer.
Manufacturers can choose to accept the DLC Surveillance test invitation. Within the next 5 business days, DLC will require the manufacturer to provide at least 7 purchase addresses and product lot numbers. The manufacturer may request DLC to sign a confidentiality agreement for product information. If you can only provide one purchase address, you need to provide enough information to explain why.

Then all series models and member labels associated with this model will be removed from the DLC QPL. The DLC decides which behavior is a refusal to participate, that is, if the email replying to the DLC causes a misunderstanding, it may also be considered as refusal to participate.
The first decline of the DLC Surveillance test invitation will increase the probability of subsequent DLC Surveillance test being drawn;
The second decline in the DLC Surveillance test invitation, in addition to increasing the probability of subsequent DLC Surveillance test being drawn, may also be revoked by the DLC for 12 months, and all of the manufacturer's models will be removed from the DLC QPL.
During the sampling period, information related to the Surveillance test will not be disclosed to third parties other than DLC and participating manufacturers.
Regarding the sample procurement part, the excavation testing technology expert Zou Gong said that DLC will entrust the purchasing agent to purchase test samples, and the purchasing agent may not purchase at the sales place provided by the customer.
After all the procurement and testing plans are completed, the quotation for the payment of the DLC Surveillance test will be sent to the manufacturer for confirmation. The manufacturer will need to pay the fee within 5 working days, otherwise it will be refused to participate in the DLC Surveillance test. All purchases will be completed in approximately 8 weeks.
The test will be conducted in the selected laboratory of the DLC and the parameters available for the selected test method will be reviewed.

The excitation test reminds that if the sample test result has met the requirements of table 1, it needs to be consistent with the data of the test model on the DLC QPL list, and the following tolerances can be added for comparison.
Result feedback:
If the requirements of table 1 are not met, the model is judged to be non-compliant.
If the tolerances of Table 1, plus Table 2 are not met, the model is judged to be non-compliant.
After satisfying Table 1, plus the tolerance of Table 2, the model is judged to be compliant.
The Table 1 data is better than the data on the DLC QPL, and the model is judged to be compliant.

Maintaining the original execution plan appeal during the appeal requires arguments that reasonably challenge the test results and propose solutions. Payment of the resulting retest fee DLC receives the appeal request to determine whether to accept and arrange for subsequent retests, and inform the manufacturer of the final result.

It falls outside the tolerance of Table 2, that is, it does not meet the requirements of Tabel 2.
When the requirements of Table 1 and Table 2 are met at the same time, no follow-up work is required.
