In order to thoroughly implement the scientific development concept, improve the quality of foreign capital utilization, comprehensively measure the level of energy conservation and environmental protection of foreign investment, and strengthen the work of environmental statistics for foreign investment, the Ministry of Commerce and the Ministry of Environmental Protection jointly set up environmental protection indicators for foreign-invested enterprises. The relevant issues are hereby notified as follows:
1. Since the date of promulgation, the local competent commercial administrations must require the enterprises to submit environmental impact assessment documents approved by the environmental protection department when handling the establishment and change of foreign-invested enterprises.
2. The local competent commercial administrations shall report the additional environmental protection indicators in the examination and approval management system of foreign-invested enterprises according to the documents submitted by the enterprises (see the annex for specific indicators).
3. When a foreign-invested enterprise handles the establishment procedures, it shall fill in the relevant indicator data according to the environmental impact assessment document approved by the environmental protection department; when the foreign-invested enterprise handles the change procedures, it shall report the actual completion indicator data of the enterprise in the current period.
All relevant departments are required to do this work conscientiously, and report to the Ministry of Commerce (Foreign Investment Department) and the Ministry of Environmental Protection (Environmental Impact Assessment Department) in case of any problems.
