1. Project Overview and Bidding Content
1.1 Bidding content: This project is the 2017 China Unicom Henan Xinxiang Local Main Pipeline Purchase Project (Yuanyang County) project.
Project Overview: To solve the network coverage of some newly-built buildings, schools, factories and mines in Yuanyang County, it is planned to purchase road bellows pipes and pipe-jacking pipes from Xinxiang Unicom.
1.2 Requirements:
Free warranty period: 2 years

Lot 2: 2017 China Unicom Henan Xinxiang Local Main Pipeline Purchase Project (Yuanyang County 1)
1.4 This item does not set the maximum bid limit price.
2. Bidder qualification requirements
1. The potential bidder must be a general VAT payer and must provide a VAT invoice with a rate of 17%.
2. Potential bidders are required to provide a copy of business license, tax registration certificate, organization code certificate (original) or copy of the business license signed by the issuing authority, verified, confirmed, or notarized by the notary public and the original is correct. (including public certificate). In case of a change to the three certificates, a copy of the triple license business license (original) will be provided.
3. The potential bidder must provide the certificate of pipeline operation qualification of the place where the project is purchased (original or photocopy is affixed with an official seal).
4. The registration of a company with independent legal personality in China has the ability to independently bear civil liability.
5. This time, companies that have included “Abnormal Business Directory†or “List of Seriously Illegal Enterprises†in the “Corporate Credit Information Disclosure System of the State†restrict their bids; potential bidders have good bank credit and business reputation.
Potential bidders must not have one of the following situations:
1) Potential bidders were ordered to close down or went bankrupt;
2) Potential bidders are suspended or canceled;
3) Potential bidder’s property is reorganized, taken over, sealed up, seized or frozen;
4) The potential bidder has defrauded or seriously breached the contract within the last three years;
6. The Commonwealth does not accept bids in this tender, and it cannot be subcontracted after winning the bid.
3. Qualification method
The project will be subject to post-qualification. The criteria and content of the qualification review will be found in the “Bid Evaluation Methods†in Chapter 3 of the Bidding Document. Any bidder who fails to pass the qualification will be rejected.
