The Municipal Development and Reform Commission explicitly pointed out in the rules that express delivery must not be collude with each other, manipulate market prices, harm the legitimate rights and interests of other operating companies or consumers, and must not fabricate or spread price information, drive up prices, and push up prices of goods. At the same time, the rules require that enterprises with competitive relationships in the express delivery industry cannot achieve and implement price monopoly agreements; operating companies with market dominance cannot abuse their dominant position and eliminate or limit price competition; express delivery companies cannot suppress competitors or monopolize the market. It dumps at a price below cost, disrupts normal production and business order, and damages the national interest or the legitimate rights and interests of other operating companies.
In mid-October, Zhongtong Express and Yunda Express officially announced price increases; JD Logistics, Tianyou Express, and SF Express said that there was no price increase at the moment and express companies formed two camps. According to the data from the State Post Bureau, the total number of express service companies in 2016 was 31.28 billion. If the average price per order of express delivery companies rises by 0.5 yuan, it will bring about 100 billion-level market changes.
