China Radio and TV listing hopeless in 2012

Yesterday, it was reported that China Radio and Television Network Co., Ltd. (hereinafter referred to as China Power Grid), which was originally planned to be formally established at the end of this year, has once again encountered difficulties in production. "The specific listing time is not expected to be confirmed until March 2013," informed sources said.

It has been revealed that it is impossible for China Radio and Television to be listed and established within this year. At present, there is no clear timetable for the listing of China's radio and television, and the formal listing may be far behind in the near future. At the same time, it also means that the target set by the State Council at the beginning of 2010 for the triple play trial (2011-2012) has not been achieved.

In early 2010, the “Overall Plan for Promoting Triple Play Integration” issued by the State Council clearly stated that China will establish a national entity within the pilot phase of triple play (2010-2012) as a cable television network participating in the triple play. The main body of the market, and adopt various supportive policies including the national investment funds. In December 2012, it was also used as the final time limit for the establishment of China Radio and TV.

However, due to China’s long-term adoption of a “four-tiered TV system”, the assets of broadcasting and TV companies across the country are complex and the subjects of interest involved are extremely numerous. It is difficult to complete the integration of radio and television network operators' assets in the short term and the listing of China Radio and TV Time has to be delayed.

Some analysts pointed out that because the provincial network assets have not yet been put in place, China Radio and TV does not have the conditions for listing. China Power Grid plans to list in 2012, just to complete the State Council's 2010 Tri-Network Convergence pilot project. At the same time, it is not important when China Radio and TV is listed. The key is when China Radio and TV will be able to integrate with the provincial radio and TV assets after the listing, forming an effective operating system and competing with the three major operators.

According to informed sources, the State Council has previously approved the establishment plan of China Radio and Television, but the level of China Radio and Television, the leadership team and the ownership of rights have been controversial issues, China Radio and Television's listing time has to be postponed again.
